Abstract: The Silk Road had been in the status of half - open and half closed, and then it was completely in- terrupt when the Ottoman Empire was rising; European Merchants arrived at the east from three directions, west, north and south by “Geographical Discovery”. At the meanwhile,Shanxi Merchants opened “Miles of Tea Road” to reach the West, which showed their pioneer spirit as much creative as European Merchants in that period. This paper discusses the practical policy of building up a “Cultural Corridor”among China,Russia and Mongolia with the following specific measures: Jointly applying for their “Miles of Tea Road”World Heritage, setting their mod- ern transportation network, and promoting their economic and trade exchanges and cultural tourism. This policy is not only meaningful to China,Russia and Mongolia’s economy but also extraordinary contributive to Shanxi’s fu- ture development.
